Hi, I suggest to cut a door/flap into the bulkhead, mount on hinges, then cover everything with a painting or so. This will grant you permanent access to the windlass for the future...

You really do have to question the designers when you have to cut panel work away to remove/service a windlass.

Are you sure you cant remove the case/housing of the winch to access mounting bolts from above?

Having owned 4 different brands of production boats over the years the constant frustrations thrown up by my Hanse on what should basic straight forward work never amazes to frustrate me.

Yes.  I have just done it and can confirm that the only way is to cut a hole in the fibre glass panel below to access the 3 bolts holding down the windlass. Now that I have a permanent hole in the panel, I can easily access the elect cables and do any other future  maintenance to the windlass. The access panel should be a standard design feature .
