Your setup is different from mine - mine is on the "floor" coming out of the foot of the main housing on the port side with a small ball valve/cock. Your setup sounds sensible and is news to me.

With my small, bolted inspection cover off at the stern, there is no way my arm can squeeze to port of the saildrive box. Hence I need the whole stern cover off by removing 12 or so screws. (or lie face down on the cabin floor ...)

Does yours extend the inlet from the bottom of the housing with a fixed piece of pipe or something ?

I think mine (2020) is similar to Holby's, I'll be down this weekend and take a photo, looking at the above diagram it appears to have been extended.

DD ( my 301) is in Scotland (7hrs drive away) at the moment, I will set a reminder to photograph the hatch, and set up when i get back up there in the next 4 weeks......

Attached are 3 pics outlining my dilemma

1) Main access to engine from steps - access to valve/cock is bottom right of sump 
2) Zoom of right of sump - seacock lies above cables with cable tie (an arms length away)
3) Access from the back - only good to access gearbox dip stick

Just for the record, so to speak

Don't know if this helps, but I added an extension rod to my seacock which makes it easy to open/close it from just inside the port cabin engine hatch.

On the 311 series there are 2 additional ply panels to port & starboard of the engine
One in the heads & one in the rear cabin
If you have a flat surface to port of the engine it should be a simple job to fit a round dinghy hatch about 150-200 mm diameter near the seacock in the vertical glass fibre panel. I assume that you have the heads compartment to port  so the hatch would not look unsightly.
This hatch cover would be simple to remove or re fit- just half a turn & you could get your arm through OK although you would probably have to kneel on the heads floor to reach the sea cock
Alternatively you could fit one under the bunk cushion just above the gearbox. But then you would have to wake the wife/girlfriend !!!

I Had a look yesterday, sorry completely forgot before, I removed the rounded hatch at the back and within a couple of seconds blindly easily found the handle.  For me its the easiest option to close it than.
