Blue cable in bilge - AC earth?

Recently bought a Hanse 311, 2001 modell. 

Discorvered a blue cable in the bilge that was loose. There was no terminal on in, but this might have corroded away due some bad wiring. The bilge has probably been full of water for the last five years...

My questions are: 
- Does anyone know what this cabel i for is? AC earth? 
- What is the metallic plate on the right hand side? Earthingplate? 

I will start checking the electrical system more thoroughly soon, but any hints are appreciated :)

Earth cables are normally yellow/green.
Blue cables normally carry negative 12V from the control panel to bilge pump (4mm2), or to fridge or autopilot (6mm2).

There is a groundingplate on the hull, but there has to be somewhere to connect the circut o it innside the boat, so the link you sent did not make me any wiser, maybe i misread it?

My grounding plate is connected via a yellow/green wire to the terminal in the top of the photo, above the ICOM M802 label. This is HF radio "Ground", which never can be mixed with engine ground. The yellow button beneath the ICOM label is a diode bridge.
Engine ground/12V negative battery are all the blue wires in the left hand side of the photo. You could send a PM (Personal Mail) to one of the members mentioned in "Manuals and Drawings" and ask for a cable diagram.

https://www.wesailhanse.se/370_manuals.htm ; ........................it may not be completely accurate, but until you find the right one, it may give you a hint. Most Hanse boats use the same colour codes for the cables.
