Bamar BTM backstay tensioner

I noted the other day that one of the pins on the backstay tensioner was sticking out, the top one (assumed fitted round the right way) has a split pin through it.  When easing the tension on it I knocked the pin back to its' flat head to expose what I think is a groove for a cir-clip, no hole for a pin.

Am I correct and need to replace the clip?

I've taped it for now and when under load it won't budge
