I think it is an escape aid for the forepeak. It attaches to the rim of the fore hatch if it is the same as a similar item I found on High Time. It forms a loop to step on to get out through the hatch.

See it as a way to fulfil CE regulations. Like the sticker on the companion way showing the exit. But I guess it could be useful .....
