Navigation lights shorting on the board

We are working on the navigation lights and noted that the fuse was blown. The circuit diagram from 2012 shows a 5A fuse ; there was a 10 A fuse installed next to the K2 relay which you can hear go on and off when the light switch is toggled. Even with all the nav lights disconnected (1.8.1 to 1.8.5) a new 10 A fuse still blows.  Any thoughts on what would be causing the short?  There are four plugs ; two have wires (bow port and starboard) and what is labeled as compass light 1.8.5. Two plugs are unpopulated.

before you go into a lot of fault finding have a look at the cable where the nav lights exits the pullpit rail.  Just in case they are damaged.  

Failing that its back to fault finding each circuit.
