Loud vibration when running water through faucets and shower. Fresh water tank is full. Any idea what’s wrong or how I can fix this?

Does anyone know how to prime the water pump? I still seem to have air in the system causing a vibrating sound when the water pump faucets or shower are on. I don't think that is normal.
Also, any recommendations on how to clean silt out of the fresh water tank?

The pumps are reciprocating pumps so they are noisy. 

If you have to replace the pump, then put a pump guard filter between the tank and the pump

We occasionally use a small 12v submersible pump to "hoover" up any sediment in the water tank.

I tape it onto a thin old sail batten and you can clean up any residue.  It could also act as a spare emergency water pump.
