Trying to remove fuel tank inspection hatch to check for bug, do you turn the nuts or the hex/allen (?) key in the middle?

On my 400 I remove the nuts. I have painted two arrows on the base/lid, so it will be mounted exactly as it was. I use vaseline on the rubber seal before reassembly.

Thanks, got cover off fine and revealed pretty much clean tank. Fuel gauge wire kept it all aligned 👍
