I saw the same as you near stern when trying to work out hull deck bonding 370 2007 , Pretty sure it’s just that grey coloured bonding glue between hull and deck, I also thought I saw the ends of the screws protruding through with white sikaflex like material on them The link is a picture of toe rail screw from outside if that helps , some creative work in a photo editor might allow you to deduce size or torx bit required
